This initiative was announced following a Cabinet meeting chaired by H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. The programme is a cornerstone of the UAE’s strategic vision to bolster national sustainability and climate action. 

This comes after the UAE had introduced Golden Visas offering 10-year residency. Introduced as a self-sponsored 10-year residency, the Blue Visa follows the success of the Golden Visa and Green Visa systems.

But if you are not looking for something long-term, there are several tourist visas you can apply for.

However, its primary focus is to reward and retain global talent dedicated to environmental protection, renewable energy and the circular economy. The visa is granted to individuals who have made exceptional contributions to sustainability, whether their work was conducted within the UAE or internationally. 

By providing a decade of residency, the programme offers long-term security to activists, researchers and experts, allowing them to lead multi-year projects that align with the nation’s environmental goals.

Dr Sultan Al Jaber, COP28 President and Minister of Industry and Advanced Technology, stated that the Blue Residency Visa will help attract global leaders.

“The blue residency visa aims to attract global environmental leaders to contribute to the UAE’s sustainable economic and social development. It underscores the nation’s dedication to leveraging advanced technologies and artificial intelligence to create impactful solutions.

“With a forward-thinking approach, these solutions will address climate challenges and transform them into opportunities for a brighter future for humanity and our planet,” he added.

“The conference was a paradigm shift, showcasing the UAE’s unwavering commitment to multilateralism, international co-operation and developing a united global approach to the challenges of climate change.”

“This visa will build on that good work and will help further establish the UAE as a front-runner in the development of technologies, such as artificial intelligence, that can help address climate change,” he said.

Dr. Amna Al Shamsi, Minister of Climate Change and Environment, stressed that this initiative will be a positive step towards achieving a more sustainable future.

“The Blue Residency will have a major role in attracting talents in the field including innovators and climate champions from all over the world, who will contribute to the advancement of the UAE’s work in fostering a sustainable future for all.”

UAE BLUE VISA ELIGIBILITY

If you are looking for “How to apply for a UAE Blue Visa” then the first step is to be aware of the guidelines. As per official guidelines from the Federal Authority for Identity, Citizenship, Customs & Port Security (ICP), the Blue Card Residence Permit or Blue Visa is issued to individuals who have made significant contributions to environmental protection and sustainability.

This includes people who have worked in protecting the environment across both marine and land-based ecosystems. Similarly, work done to improve air quality and enhance sustainable technology will also be eligible.

Scientists and Researchers with High Achievements and Impact

Professionals with significant achievements in environmental fields. Requirements include holding a PhD from one of the world’s top 500 universities or a Master’s degree from a top 250 university. Alternatively, a degree from a top 100 university in a specific environmental subject or high research metrics (such as a Scopus h-index of 10 or higher) is required. 

Investors and Entrepreneurs in Environmental Businesses 

This category of UAE Blue Visa includes individuals operating in the green economy. This includes those investing at least AED 2,000,000 in environmental businesses or owners of registered SMEs in the sustainability sector with an annual revenue of at least AED 1,000,000.

Inventors and Innovators

Individuals holding patents in clean energy, climate change, or resource conservation that provide clear added value to the sector.

Elite Specialists in Government and Private Environmental Institutions

Senior professionals working within governmental or private environmental institutions. Applicants must hold at least a Bachelor’s degree and receive an official nomination from their employer or a relevant authority.

Furthermore, competent authorities in each emirate also have the mandate to nominate individuals for the UAE Blue Visa based on their unique endeavours and impact on the nation’s natural resources.

UAE Blue Visa Documents Required

To ensure a smooth application process, you will need to provide specific evidence of your contributions. Here is a list of the UAE Blue Visa documents required: 

• A passport copy that has a validity of at least six months or more
• Project impact reports that highlight the measurable results of your environmental work
• Evidence of work (proof of history)  and accomplishments in environmental fields
• Certificates or awards related to environmental sustainability
• Letters of recommendation from recognised environmental organisations
• A comprehensive curriculum vitae (CV) that highlights your specific contributions to environmental protection

Category Specific Documents Required for Each UAE Blue Visa Category 

• For Influencers: Membership certificates from accredited international organisations, award certificates, or bank statements showing the AED 1,000,000 contribution.
• For Scientists: Certified academic degrees and transcripts, along with Scopus or Web of Science reports showing research impact metrics.
• For Investors: Company registration documents, audited financial statements and proof of capital ownership.
• For Specialists: A nomination letter from the employer, an employment contract and a detailed job description.

HOW TO APPLY FOR BLUE VISA UAE?

Interested individuals can apply via the Federal Authority for Identity and Citizenship. Moreover, competent authorities of the state can also nominate individuals based on their endeavours.
