According to the master plan, Al Zeina is designed to be the garden city of the Al Raha Beach area. It will be located at the eastern end and features a variety of villas, apartments and townhomes. According to the plan, there will be retail and communal facilities including a school.

Khor Al Raha will be located next to Al Zeina and will feature a mix of residential and office developments. It will be further divided into two prominent areas, Al Muneera and Al Khubeira.

Al Bandar will offer luxurious glass apartments and duplexes, chic loft-style residences and spacious family apartments, all boasting balconies and waterfront views. Residents will also enjoy a vibrant retail arcade, sports facilities and private boat moorings extending into the marina.

The rest precincts will feature a set of distinct developments including residential, commercial and recreational facilities.

The eleven precincts of Al Raha Beach area are divided into two development phases. Phase one is composed of the three eastern precincts of Al Zeina, Khor Al Raha and Al Bandar. The development of Phase One was planned to be completed in 2010.

The property handover of Phase One started in 2011. At that time, Al Zeina had 1,221 units, which were 952 apartments, 26 penthouses, 119 townhouses and 124 attached and semi-attached villas. While Al Muneera offers a total of 1,445 units. These include 1,286 apartments, 148 townhouses and 11 villas. Additionally, the community featured a 12-storey commercial building, called Al Noor Tower.

The remaining western precincts make up Phase Two of Al Raha Beach and were planned to be completed in 2019. However, these precincts are still under construction with an unannounced deadline.
