The construction of the building started in 2006 and was completed in 2012 by Hircon International LLC. The project built on a podium features a 6-storey entry hall with geometric flooring designs and tinted glass walls. The glass lobby area on the ground floor is complemented by the stunning outdoor swimming pool. There is a waterfall sculpture behind the concierge desk. 

With a structure resembling a ball-point pen, 23 Marina, Dubai boasts tastefully styled 2 and 3-bedroom apartments along with 4-bedroom duplex units. The latter have private elevators and triangular balconies with plunge pools. Other tower amenities include a children's play pool, health club, a spa and a running track.
