Unfortunately its a lengthy procedure and I would strongly recommend seeking professional help in this matter through a lawyer. However in my opinion this is what you need to do.
You would need to discuss this with your developer and get permission for structural changes. I know this for a fact that any changes need to be approved by Municipality as they should comply with the safety, fire & hazard standards.

As you want to make changes in original building construction, so contacting the developer is more reasonable option as also mentioned by all contributors. If the developer feels that your changes in construction would be a nice option, then he will allow you. Otherwise you have to accept the same apartment.
