According to my knowledge this swapping is allowed in the UAE. But for that, you must contact any agent for help. There are two elements which are necessary for swapping:

1) Swapping properties should have same values
2) Other party should be fully agreed for swapping

You can also swap properties not having same value. If your property is less in value than the other property and the other party is agreed to swap it, you can pay the extra amount in cash. At contrary, if your property is high in value than the other property, you must take amount in cash from the other party. Consider valuing the both properties by some professional valuers.
