As of August 2009 the rental range for a one bed apt in the two areas is as follows.

International City: AED 40,000 to AED 50,000

Discovery Gardens: AED 60,000 to AED 75,000

For investment purposes, I would seriously consider Discovery Gardens over International City. At this time, you can find pretty good deals at either one. However, the location of Discovery Gardens is more desirable and would probably be easier to rent. You are also more likely to attract professional tenants which typically take good care of units. Of course, there are better buildings within each of the communities, so don't assume they are all the same.
