If there is no way to get in touch with the developer, then its important to find out if the directors/owners are still in UAE. If they are then the best course of action is to file a law suit against them. This is a long shot because if there is no money in the Escrow account for the development then you are not getting anything back. They might put the guilty people behind bars but that will not suffice much as no funds will be regained.
If they are offering a swap deal of some kind against your property, then you should definitely consider that. There might be a conglomerate of people who have suffered the same wrath and they might be putting there efforts together to get back at the developer. You will need to search on forums and see if there is a group of such people considering to take the issue to the court of law.
People have lost money or there funds have been stuck for a long time. There are limited options out there and certain people have managed to get their funds back but it involved hiring a lawyer, legal expenses, court visits and presence in Dubai.
