What are the new rules regarding residency visa in U.A.E?

I believe you are talking about residency visa for property owners. The new rules are:

Dubai:
Property value must be greater 1,000,000 AED. The residency visa will be provided for 6 months only - has to be renewed every 6 months.

Abu Dhabi:
Same as Dubai

Ajman:
Property value must be greater than 500,000 AED and same duration/renewal period of 6 months.

Alex is correct and the law has already been implemented.

Make sure you get the property for the exact value otherwise things will be difficult later on.
