You have not mentioned what kind of properties you are after, I mean 1 bed or Studios or any. In my opinion I would recommend the following in order of preference.
1. Marina or Nearby Developments
2. JLT or Greens
3. Discovery Gardens or Nearby Developments
4. Jumeirah Village South
5. Mirdiff
6. International City
Marina is number one on my list as putting a property on rent in Marina is the easiest as compared to other localities.
What you need to make sure is that you have to make up your mind regarding your investment. Are you looking for good rental income as a priority as oppose to long term gains. I have devised the above list in terms of good return on investment in rental income with possible rental yield above 10% and fairly decent long term capital gains. You can almost forget to expect any short-term capital gains in the present economic fiasco.
You can get a studio in Marina and Jlt for that price but 1 bedroom with a good size and a balcony in International city, european cluster.
