Hi,
It depends on the master developer to issue the NOC.

Land department takes one day to transfer the property, provided you have all the required documents as follows:

Title Deed
NOC from the developer
Buyer passport copies and original
Seller passport copies and original

Secondly, buyer and seller need to be present during the date of transfer.
